Each state should have the same number of representatives. That way, the smaller states have the same power as the bigger states. Each state should have representatives according to its population. That way, the people in bigger states are represented fairly.

If slaves are property and cannot vote, then they should not be counted for purposes of representation at all. Slaves are people, and so should be counted for purposes of representation, even though they canít vote.
